This fan was likely from a swag bag for Asahi Kasei (a Japanese chemical company). There are two men in suits in the center, standing by a yellow stream.  Bamboo leaves on each side of the design.  One figure in red has a thought cloud and the other in blue has his arms crossed,

Nice carving on the bamboo spokes.
