This listing is a vintage Japanese folding fan (sensu in Japanese). See videos below on how the paper version of these fans are made - it's quite an elaborate and precise process.

This fan features an elegant example of stylized calligraphy.  We guess that it is a poem but even the Japanese folks we asked could not read it.  Still, it's strikingly beautiful, written with an expert hand.
