This listing is a vintage Japanese folding fan (sensu in Japanese). See videos below on how the paper version of these fans are made - it's quite an elaborate and precise process.

This fan was likely from a swag bag for Abbott (a Japanese chemical company), which is written on one of the end spokes of the fan.  The fan itself is quite nice - fabric instead of paper, in a light and airy blue with arching silver lines. 

Nice carving on the bamboo spokes.
