This listing is a vintage Japanese folding fan (sensu in Japanese). See videos below on how the paper version of these fans are made - it's quite an elaborate and precise process.

This fan must have been swag from a trendy lounge called "You" located in Osaka, judging by the phone number. The second number gives an 090 area code, which is for cell phones, so this fan cannot be very old....
