This listing is a vintage Japanese folding fan (sensu in Japanese). See videos below on how these fans are made - it's quite an elaborate and precise process.

The imagery is of blue roses - one on the front and a smaller one on the backside. The wooden ribs of the fan are a dark wood with a simple, curving design.

There's a set of hand-written kanji on the back side - perhaps the name of the original owner?
