This listing is for a vintage happi coat - typically worn for parades or festivals, and usually decorated with auspicious designs or kanji that refer to an event sponsor, community organization, or even the town government.

The background is a medium blue with a circle of joined arrow fletchings - called yabane in Japanese.

On the front collar is white kanji lettering that can be translated as "Yazakiyama Honjoin - Sami District Bon Dance Association". Yazakiyama is a mountain in Nagano Prefecture.
