This is a man's cotton kimono called a yukata, worn in summer at festivals or casual events. Same construction as a kimono, just in cotton. Men's yukata typically feature a small repeated pattern in blue and white. This style - with very narrow sleeves, is similar to a slightly different type of kimono - called nemaki - often found at hotels and hot spring resorts and preferred as "loungewear" rather than what would be worn to a festival.

We think this is a souvenir kimono - designed perhaps for backstage? - from the Kansai Entertainment Association (Kansai Engei Kyoukai) - because that is what is written in kanji all along the fabric.
