This listing is a vintage Japanese folding fan (sensu in Japanese). See videos below on how the paper version of these fans are made - it's quite an elaborate and precise process.

We think this fan might have been designed for a man due to the longer wooden spokes (resulting in a more narrow paper band), and the more masculine feel of the painted design. 

Light brushstrokes created six arching bands of color - dark olive at the tip, followed by three darkening bands of tan, a band of gray and brown, and finally the widest band of blue and dark olive. 

Note the shape of the fan from the side - and that the edges of the bordering spokes have been lacquered in a dark brown.
