This style of tie-dye is called "arashi", meaning "storm", with the fabric pleated and wrapped around a pole rather than  hand-stitched.  

The resulting patterning is meant to portray slanting rain.

This jacket is done in light pastel colors, which makes us think of a springtime shower...
